Inspector General’s Letter in Support of House 3039, an Act Relative to Snow Hauling and Removal

IG Shapiro offered his support to Joint Committee on State Administration for House 3039, An Act Relative to Snow Hauling and Removal. This bill would amend Section 1 of Chapter 30B of the Massachusetts General Laws (Chapter 30B), the Uniform Procurement Act, to add snow hauling and removal to Chapter 30B’s current exemption for snow plowing.

The OIG found that while the contract did result in increased coverage of in-station customer service agents at a lower cost, it was nearly impossible to determine if customer service was improved given the deficiencies of the contract such as the lack of performance metrics and vendor oversight and poor
