Jeffrey S. Shapiro

Jeffrey S. Shapiro was appointed the fifth Inspector General for the Commonwealth of Massachusetts on September 2, 2022, by the Governor, Attorney General, and Auditor. Inspector General Shapiro was sworn in to a five-year term on October 3, 2022. With over 30 years of experience in the public sector, IG Shapiro is passionate about making government work better tomorrow than it did today.

The Office of the Inspector General is organized into three bureaus. Each bureau contains divisions that focus on specific agencies, issues, or functions. Together the bureaus work to prevent and detect fraud, waste, and abuse of public resources in the Commonwealth.

Specialty & General Government Bureau

Managed by Deputy Inspector General Susanne O’Neil, this bureau safeguards public assets through oversight of specific agencies including the OIG’s statutory divisions (Health & Human Services, Massachusetts State Police and Transportation) and the OIG-created divisions (Healthcare, Public Procurement and General Government Oversight, and Veterans’ Services Oversight) and the Special Funding Oversight Unit.

Legal & Compliance Bureau

Managed by General Counsel Eugenia M. (Genie) Carris, this bureau consists of the Audit, Oversight & Investigations Division, the Government Outreach & Public Policy Division, and the Office of the General Counsel.

Operations, Training & Publications Bureau

Managed by Chief Operating Officer Katie Verma, this bureau is responsible for a variety of operational functions, including fiscal activities, procurement, budgeting, communications, data analytics, education and training, human resources, recruitment, information technology, office administration, publications, project management, and records management.

Inspector General Council

The Inspector General Council (IGC), created by statute, meets quarterly and votes to approve certain investigatory steps including summonses for testimony. The council also sets the Inspector General’s salary.

Each council member is appointed to a three-year term and may be appointed to serve additional terms.
