In a letter, the OIG requested information from the Executive Office of Health and Human Services (EHS) and the Department of Veterans’ Services (DVS) pursuant to its statutory authority. On October 14, 2022, the Office requested materials related to any EHS or DVS
investigations into the Home and its management, which EHS did not provide until December 22, 2022.

The OIG found that the Holyoke Soldiers’ Home and its Board of Trustees had poor governance and management of funds derived from donations, canteen income, proceeds from lottery sales and veterans’ personal needs and had few internal controls and no segregation of duties relating to these funds.

Two Former State Troopers Repay More Than $8,900 for Unworked Overtime

The Office of the Inspector General (OIG) and Office of the Attorney General (AGO) have reached settlements with two additional former Massachusetts State Police (MSP) troopers to repay the Commonwealth a total of $8,921 for overtime they allegedly did not work. The troopers were members of the MSP’s now-disbanded Troop E, which patrolled the Massachusetts Turnpike.

Division of State Police Oversight 2021 Annual Report

In 2021, the Division conducted several reviews, including highway overtime shifts, eight-hour paid details, and the MSP’s efforts to obtain accreditation, and made recommendations to improve the MSP’s operational efficiency and integrity.
