OIG 2013 Annual Report

In 2013, the OIG identified $42.5 million in potential cost savings per year for the Commonwealth. Our largest investigation involved the Forensic Drug Laboratory at the Hinton State Laboratory Institute. Our newly-formed Bureau of Program Integrity performed a broad review of the Department of Transitional Assistance.

Experience Of Massachusetts Public Agencies with Construction Management at-Risk Under M.G.L. c. 149a

The OIG conducted a legislatively mandated review of the Construction Management-at Risk alternative procurement method for public building projects. The study provides public owners with an interest in using CM-at Risk with valuable data, procedural information, and practical advice.

The OIG released a report concerning the Plymouth County correctional facility, which was financed and built using nontraditional methods authorized by special legislation enacted in 1991. The review focused on the project’s financial structure, management, and results.

During the course of this review, investigators from the OIG were able to substantiate that most of the individuals whose motor vehicles were improperly registered out of state, or in another city or town, had made statements of fact that confirmed their residency in Massachusetts.
